Are you aware of a zOS software product that automatically backs up changes to a central repository that addresses changes made to System Software? Do you know of a zOS software product that automates the deployment of changes and maintenance?
On question one -
There’s products to backup DASD – by dataset or by volume
(DF/DSS – a component of SMS - is one of them). But I don’t know of a
product that can back up “any system change”, per se. Of course, all
establishments backup all their system volumes so you inherently have backup of
any system changes that way – but I don’t think that’s what you want to
hear.
On questions 2 -
Serena's Changeman and CA's Endevor are the only true change management
applications when it comes to automating the deployment of changes and
maintenance.

Nope. That would
be a massive effort... z/OS is slightly more complicated than
Windows... Besides automated deployment tools can not do regression
testing... You know, like when you allow MS to put on the updates and
something stops working...

Serena Software markets a product called SSM that
monitors changes to system software. I think it captures the "before"
image for backout purposes, but I'm not 100% positive.
